The medical social activity of Smolensk committees of the all-Russian zemstvo union and the all-Russian city union during the First World War

Abstract
In the beginning of the First World War, the Smolenskaia gubernia as a front-line territory, faced the problem of necessity of medical social care support of dozens and hundreds of thousands wounded and ill warriors, refugees and prisoners of war. In actual conditions, the constructive forms of interaction of government structures, local authorities and public organizations can be implemented in similar situations of social disasters.
