This manual presents the technologies of process organization and management, methods of economic evaluations, analysis of problems and prediction of development of social (medical) insurance, which help to develop the optimal variants of structural transformations for attaining the maximum socio-economic efficiency of public health system.
The methodology and methods of socioeconomic analysis are presented as exemplified by a regional public health system. Practical recommendations on improvement of economic and social efficiency of all participants in the obligatory medical insurance system are given.

The "Course of Lectures" supplements the textbook "Population Health and Public Health Service" by V. K. Yuryev and G. I. Kutsenko (St. Petersburg, 2000) and is recommended by the Training and Methodological Association of Russian Higher School for Medical and Pharmaceutical Training as a training aid for medical students.
